The city of Pelero is unique within the Allied Kingdoms of Karmenon. It is the only city that owes its allegience to no specific kingdom. It is the seat of govenment for the Allied Kingdoms and is often ironically called the home of the minor nobility. Such nobles come to Pelaro to be big fish in a small pond.
